If you just rebooted without changing the boot drive to the one that has 7 on it in bios, nothing much was accomplished. That needs to be done or you will still not be able to format. (You are still booting from Vista!) And you really wouldn't want to yet either.

My bios doesnt specify which drive to boot from just hard drive?
or can you tell me where to look please?

There's way too many bioses out there for me to know your particular one, but to change the actual boot drive, it's probably a setting or two directly below where you choose HDD, floppy, DVD drive, USB etc...

look again the boot manager is on D , he needs to set it to C.
