There is something like an OS that boots, its called another OS> You need it just to get to the internet.

I suspect you are asking if there is something faster because you netbook is booting slow. Is that the case?

How old is your notebook? Mine boots pretty quick and it's 4 years old with Win 7 Pro 64 with NIS 360. Try using Readyboost with an USB stick. Unless you've got lots of RAM in the notebook than that won't make much difference. Maybe check your startup programs see which ones you don't need starting up right away.

    Hello xDinichx.

This is a good point, have a look at the tutorial at the link below to see if there's some things that are running that don't need to be, it may speed you up.

I think this is your computer correct?

if so, it seems upgrading hardware is hard to do so the first option is to slim down what is running.

Over time, and installations, your computer will startup slower if there are programs that are starting up when you boot your computer. you can go through these programs one by one and disable the "Start when computer starts" options in each program. or you can look in the MSConfig (type msconfig in the search box in Start menu) to see what is set to run on startup and unchecking things you know you dont need.

There are a lot of programs as well that install software behind your back. Things like iTunes require or install Quicktime, Bonjour and AppleUpdater; Googletoolbar installs GoogleDesktop and GoogleUpdater... As well things also install other ones like Asktoolbar or Yahootoolbar.
All these things are ways for the company to have you access their service instead of others. It is marketed as a convenience to the User, but instead slows down peoples computers.

The second option would be to look into Dual booting with a Linux Distro. There might be one that is quick and low resources that can handle quick startup and internet.

Edit: i am slow to post but still I think it is a good Idea to look at the MSconfig as you might find programs that are loading up that you dont actually need. (Even on brand new computers)

I think what the OP wants is to have his PC boot and access a browser to get to the internet w/o it having to be Windows booting, i.e. like a cellphone, blackberry or etc where you hit the browser and you're there.

Even the devices I posted about have their own unique OS to operate they just aren't Windows unless the device is using Windows CE. I think having a cellphone, or Blackberry would be the solution if your carrier supports the internet, any PC or MAC is going to need to boot to an OS to run a browser.
