I once had same problem.
It was a was due to disk problem.
Schedule a disk check. Right click on C: - properties - Tools tab- Error chek - Check now - schedule to next boot.

if ALL above suggestions failed, TRY to rename OCTEC to another file such as .BAK...hope it helps!
