If you're going to do a re-install, have a look at this one first.

I had these problems shortly after reinstalling W7 for the 4th time in ~6 months. If that's the solution, I might as well just reinstall W7 again :s and lose all my stuff, which I don't really... feel like having done. I'm a bit tired of having to always reinstall my OS because of various problems, usually some weird memory pop-up and blue screens, etc.

    Thanks anyway, though.

I'll try Start-Up Repair, but is that going to erase stuff? or just check for missing DLLs, etc.?
    I'd do a Repair Install

instead of a startup repair, repair install wont get rid of any programs or stuff

it just fixes your installed version.

Startup repair is for boot problems.

Edit: Looks like BFK beat me to it, gotta work on my typing.

Save all your stuff on a thumb drive or discs before you do repair/reinstalling! IMO

    Try this Yusifer

Go to the start Orb (Left Click)>Right click "All programs" and select "Open All Users" .
At this point you can drag, drop, delete and rename as you like, admin credentials will be required.
Note that once deleted you will not be able to recover the deleted folder/program menu.

    Hope this helps and regards:)

    I'll try a repair.

    @ Lomai

I can't right-click anything in my Start Menu, including "All Programs" so I can't open the "Open All Users" directory. That's my problem lol I can't right-click anything inside the Start Menu / Programs Menu.

Ok then...gonna have to go with what has been suggested above - repair install.
If you do not want to go that route you could try configuring your mouse clicks to switch the primary and secondary clicks just to get rid of the start-menu items and then revert it back once done
    Hope things work out

Could it be as simple as your taskbar is locked? If so, just right click the taskbar and unlock the taskbar and see if that makes a difference.

Already tried that, it's not the taskbar, but the Start Menu that's "locked". I've always had the taskbar locked, and deleting and right-clicking worked before.

I did try unlocking and relocking the taskbar, though, and nothing happened.

    {Edit}

I dunno what I did, but I went into Properties and started clicking on stuff, and it worked rofl. I changed the first two options - highlight new programs installed, and w/e the first one is - and now I can delete stuff.

    Glad it was so simple!

But this doesn't fix my mouse not scrolling D:
