About icons in folders the way WE want them

It occurred to me that there MUST be some real reason
MS stopped the ability to organize icons in a folder the
way want them. I don't mean the "Organize by..." option.
I mean the option to place them anywhere within the folder.
Like on the desktop. I know MS isn't lazy. I know they know
how much we really really want this ability restored (XP does it).
So why did they take this ability out?

I'm suspecting it HAS to be a Mac( Apple ) Intellectual Property.
It's the only thing that makes sense to me as to why they would
go through sooo much trouble NOT to have this one very basic
feature we all ask for over and over.

Anyone?
