    Pretty sure that Firefox isn't involved. This happens even when firefox isn't running, and I was using IE when I made the screenshot.

    I did enlarge the screenshot and saw that browser Mozilla Firefox...Might be IE hidding behind...so though.

    IE "Tools" parameters perhaps?

    Here's a screenshot of TightVNC ... this window should only be enclose the right most button (Listening Mode) and should not attempt to fill the screen.

    It is not possible to grab a window edge and drag it smaller.

    Did you tried a "Repair Install" or "SFC/Scannow"?

    Looks not so many could help by now...
