It is important to distinguish between RAM (real memory) and Address Space. Regardless how much real memory you have as RAM or in the Graphics card - they all need address space. And a 32bit system can only provide 4GBs of that. So whatever memory you add with a graphics card will reduce the address space for RAM. Plus there are a few other smaller "users" that need address space - see here.
The situation is similar - but not the same - with an on-board graphics facility. It has no own memory and uses (shares) real RAM and, of course, address space.

So then what are the advantages of having more RAM on the Video Card. The only one I can think about is that the access speed may be faster than the main RAM

True, access to video RAM is a lot faster than to main RAM - a world of difference.
