Good comment in a very odd, wrong place. We are congratulating Derek because of the medal he has got as a symbol of the quality of his posts, help he has given. Rep, thus medals, is earned by helping, not by post count.

I can understand if you do feel you do not want to congratulate Derek or someone else. For instance I have deliberately stopped posting my congratulations after every "Look!
