Install CAB file

Hi .....

I went to Microsoft's Update Catalog and found a SIS 651 graphic drivers upgrade file. It's in a CAB file format and I tried to install the file using DISM but failed. There's to many parameters to follow and I got confused. Can anyone help me out with a straightforward string of DISM parameters that works correctly???? OR is there another method of installing a CAB file without the DISM command???????
