- Create a folder on your desktop - name it direct x
- Move the downloaded file into the folder
- Extract the file within the folder
- Search within the extracted file for 'DXSETUP.EXE"
- Double-click and install (may require admin credentials if you on a standard user account)
- Follow the prompts until install is completed

Have you reinstalled your video-card driver?

You have an Intel 865 Video Card (at least according to the original post). If you're not sure, use HWInfo32 to find out (http://www.hwinfo.com/). Have any games ever worked for you in Windows 7? Also, what do you see when you check the Display Adapters within Device Manager?
It tells me;
Standard VGA Graphics Adapter
Okay, that indicates you need a driver for your video card. Now, have you tried HWInfo32 to confirm what video card or at least video chipset you have? (Link was posted in my previous post) A screenshot would be helpful or at least copying and pasting what it mentions about video.
Check the attachment, it contains a pic of the HWinfo.
Try these drivers from the ATI Website as they are for your video card: ATI Catalystâ„¢ Legacy Display Driver.
If that doesn't work, just go to AMD.com | Support & Downloads, then click on "Download Graphics Drivers". Choose Integrated Motherboard Graphics and the Radeon Xpress 1250 Series and choose Vista 32-bit. I am aware you have 7 32-bit but the Vista 32-bit driver will work just fine. After that, download the Catalyst 10.2 driver and install it. You do not need to run it in compatibility mode as it should work natively without issues. Let us know if this gets you up and running and if not, what errors you receive.
For future reference, you have an ATI Radeon Xpress 1250 Integrated Video Card.
