Windows by default has DirectX 11, your VGA card might not support the latest in terms of gaming. But yours appears to.

Looks like SIW is in severe need of an update as it shows the same for 4830, which just like your 4650 is a DirectX 10.1 card. Also in dxdiag look under the Display 1 or Display 2 tab, and under Drivers the DDI version should be showing as 10.1.

Sorry you need to re-read: Tips on Troubleshooting Game Issues

If your monitor supports HDMI or DVI then of course connect it to have a digital signal. VGA is analog.

What are your concerns: What SIW says?

W7 is installed with DX 11 as part of OS. Only the very latest vid cards will even support DX 11. Most games do not support DX 11.
Many vid cards are DX 10 ready, as well as many games.
Mostly older vid cards support only DX 9.0c, 8.1. Majority of games support DX 9, 8.1.

Just buying a new vid card might not get you what you seem to intend, DX 11, usage.
DX is backward compatible so that part is covered. Many go ahead an install DX 9 on a W7 system because some games just require DX 9.
I could be wrong but you misunderstand how DX is deployed and whats its use.

    FYI

That's pretty much what the links says, excuse me for being lazy and not typing it all out, LOL.

You don't need to download anything. Just installed Windows 7: either download and install your GPU drivers from their site, or use Windows update to locate them.
