    Horizontal Lines

I've noticed in games that there are faint horizontal lines moving across (bottom to top) my monitor. Its not a big deal but once I notice them, it gets to be really annoying. I haven't tried another monitor because I don't have access to another one at the moment. It seems to help a little if I turn V sync on in games but I hate limiting my FPS.

    Specs:
-ATI Sapphire HD Radeon 5770 <https://www.sevenforums.com/newthread.php?do=newthread&f=6>
-Drivers on gpu are up-to-date (10.8)
-Windows 7 64-bit with Catalyst Control Center
-Monitor: Dell SE178WFP (With drivers that W7 found)

I have tried everything short of a new graphics card/monitor. Any help is greatly appreciated.

I would suggest downloading a temp monitoring program such as CPU-Z 1.55 here Download starting... - Softpedia
Also try blowing out the card with canned air and try reseating it.
If the temps are not a problem. And you don't have another card or system to try your card in, or a different monitor then it's going to be difficult to say it's your card or your monitor that is the porblem but it sounds like that is what is going on here.
