Screen weirds out, is this a graphics card issue?

So I did a full upgrade to Windows 7, because frankly I can't stand Vista anymore. Everything is running smooth, EXCEPT for my screen weirds out from time to time, usually happens when I have multiple programs running, but not necessarily. See screenshot:

My first guess would be that my computer is low on video memory, BUT this is a three month old laptop, and though it only has an integrated Intel graphics card, that should be able to handle 7, no?

18 programs open? ... seriously? You would be a good friend to one of my partners that love to have multiple pages and apps open at all times even though he will only use it once a day for 10 mins max.

But I digress... I would say corrupt video drivers... when was the last time you updated your drivers? if you have not done so since you got your laptop, I suggest this would be the first thing you want to do, more so when you are asking a lot from it by having so many things open.

You may also want to make sure your videocard is venting properly. Dust loves electronics.
