Stupid question time, but is the monitor connected to the video card or still connected to the onboard video port?

Also try reseating the card in the motherboard.

The video cable is plugged in to the new PCI card. I tried to reseat the new card, also tried switching PCI slots. Still the same result.

RAZY, I have not tried CMOS reset. How do I do that? My formal training is in software.

Pull out the CMOS battery for 30 seconds or so, then put it back in.

Does the computer Beep or anything when you turn it on? if so how many?

This is the CMOS battery, take it out for 30 sec, put it back in

found a link for your MOBO.
Go to the bottom of the list click clearing bios settings which will give you exact instructions, for now follow instructions for cmos (as there is a jumper you need to change)
If just clearing the cmos fails then try clear BIOS.
