Cant Open CCC (Catalyst Control Center)

Sorry, if this is in the wrong section. I'm very new to these forums. :)
    Okay, my problem is this...
I cannot open the Catalyst Control Center!
I was able to open it a little while ago! I system restored and I uninstalled and reinstalled CCC! Still nothing happens. When i right click on my desktop, i hit the tab that says Catalyst Control Center. When i click it, my cursor flickers like it goes to the loading cursor then goes back about 3-4 times. I did not install any viruses. I have McAfee security center.

    Specs :
    Windows 7 Home Premium 64-bit
    6GB GDDR3 RAM
    300GB HDD
    Intel Core i5 CPU 750 @ 2.67GHz
    Ati Radeon HD 5450
    Dell Studio XPS 8100

    Please help!

Make sure that McAfee isn't blocking it.

How do I make it so it won't block it? I'm not so well at McAfee.

See if it's locked by something LockHunter is a free 64/32 bit tool to delete files blocked by any processes

Also, it may not have re-installed correctly.

I downloaded the LockHunter tool and searched all of the CCC programs. (MOM, CCC, CLIStart ETC ETC)
I reinstalled, again, and it still does the same thing.

    1) Click on Start orb->All programs->Expand CCC.

    2) If 1 doesnt work, open command prompt, type the following:

    "C:\Program Files (x86)\ATI Technologies\ATI.ACE\Core-Static\CLI.exe" Start Wizard

CCC needs .NET 2.0. Do you have that?
