Fan problems

Hello,i have an old Nvidia GT 9500,i went to the shop a while ago and they swapped it,for the SAME CARD,but like a smaller version or something.For a while it was all dandy etc.But a few weeks later,it started making a loud noise.I opened up the case to see whats wrong?I saw that the Video cards fan wasn't spinning at the right speed,it was slow as hell.So uppon touching it,it started spinning at its right speed again.Now,if i didnt "touch it", when playing a game,the screen started chopping,a weird smell came from the PC.Now,this this has gone on for a while,and i dont know what to do.is the fan loose or something?

It sounds very much like the bearing in the fan on your graphics card has failed or is failing. Fortunately, you should be able to replace the fan with a better quality one or even dispose of it altogether and use a passive solution - check your local computer hardware store to see what they suggest. You should check to see if you have sufficient airflow through your case, as this will also ease the demand on the graphics card cooling.
