Sorry, but no. The 8600GT is a DX10 model. Certain aspects of DX11 might be supported, however this will be on a software basis and will be limited. For true DX11 functionality, this needs to be supported at a hardware level. This means a card from the GeForce 400 series (e.g. GT430) and newer.
The card must support DX11 in hardware for it to fully support DirectX 11, of which the major new feature was tesselation. Your card will support some of the other feature changes like the multi-threaded improvements because this was designed to be backwards compatible with DX9 and DX10 hardware.
To be honest thought if you are looking at gamin, the 8600 is getting on.
3D Vision is an NVIDIA feature and not a DX11 thing - the driver for it is automatically installed with the latest drivers from NVIDIA, but you will not be able to use it with the 8600. The minimum requirement for 3D Vision is the 8800, and even then it would REALLY make your performance suffer.

You have that because Nvidia in their infinite wisdom (or stupidity) decided to include the 3d Vision driver in with the video driver whether you have the 3D Vision hardware or not, and you have to select to do a custom install instead of express to not install it.
Not sure what you are using them with but you need this,

in addition to a supported monitor (unless it has changed and any will do, selected 120 Hz monitors) to use 3D Vision.
The software I use lets me use either those IR ones or the red and blue type of glasses also using these I don't have to get a special monitor.
And probably a darn sight cheaper than Nvidia's stuff. Seeing as that is what you are using you can safely uninstall 3D Vision through Programs and Features.
