Installed new cooler but now i cant change fan speed?

Hey so..iv just installed a new cooler (Gellid icy vision Rev 2) to my XFX6870 Black edition..first time attemping to switch a cooler and worked pretty well get idle temps at about 28degrees..full loads temps at around 40degrees...

The only problem now is i cant change my fan speed! with such low temps i was planning on turning down the fan speed a bit because its a tad loud for my liking..iv tried rivatuner...msi afterburner and catalys control centre but non work..the slider comes on and i can move and apply the fan speed but it affects the fan in no way what so ever..i also cant go below 20% fan speed...?

Q: "What is the included 4Pin to 3Pin cable for?"
A: " If you would like to adjust the fan speed, connect the included “4pin to 3pin” cable to a manual speed controller (GELID FC-FX01 sold separately)
GELID Solutions > Products

Looks like you need one of these,

GELID Solutions > Products

to control the fan speed on that cooler.
