No. The GT 240 is a DX 10 compliant card; there is no DX11 support. As Wishmaster said, and I'm soooo distracted by his new avatar , ... where was I? Oh, yeah, until you get a DX11 card you won't be able to see any DX11 effects... either in game or anywhere else.
Having said that, the only place it matters is games. You aren't missing any DX11 Windows enhancements, because there aren't any... as far as I can tell, and this is my 3rd DX11 video card.
Now, over the years I've been unimpressed by the improvements each new DX version has brought... until now. DX11 is really sweet. Add to that the new nVidia driver setting (disabled by default) Ambient Occlusions and oh boy... do games just look sick!
Well my GTX460 supports DX 11, but those solitaire cards don't look any prettier.

I have got a radeon 1 gig 6770 which has direct 11 support but I too get told dx10
interestingly GPZ reports unknown for graphics card in the dx box - how does that work ?
As smarteyeball pointed out, DX11 cards showing up as DX10 cards in WEI is a bug that's been in 7 since 7 was 7. Nothing we can do about it; nothing to worry about.
As for your issue with gpu-z, click the link in Britton's post... right above yours. It's the latest version of gpu-z, which will report your card correctly.
