Windows 7 Pro x64

With either of these cards they require 400w psu minimum so I would be looking at 500w at least. Between the two I would go for the HD6670 because it supports DX11.
For a comparison check this link.

Although the 6670 is a newer card model than the 4830, its power requirement, at 400W for single card mode, is 50W less. As you only have a 400W PSU on your system, I think that you could be pushing it without considering a PSU upgrade. I would suggest a minimum PSU rating of 650-750W.

The 4830 was discontinued even before the 5xxx series came out...was replaced by the 4770....not saying it's a bad card, but keep that fact in mind(buy it now on Ebay is around $50)A 6670 is around $84 on the egg....both are real good for video, light gaming.....but neither will let you run the resolution up to where DX11 will matter.....
