Control Panel\System and Maintenance\System\Device Manager (on the left)
Go there, and make sure that you have all your drivers installed, and that nothing is disabled.
Post a screen if you're not sure, and we'll help you

Do any of the hotkeys work, or is it just the brightness combination that doesn't?

I have a Toshiba Satellite A355-S6924 and I cannot access my brightness settings either. The driver package is called Toshiba Added value package and there IS one available for Windows 7 but it doesn't seem to work. I have tried some of the things on this page event ho they are not for my laptop because I am desperate. If anyone has any ideas, I'd appreciate it. I don't want to have to downgrade to Vista and sit around all day installing drivers and programs.

you should find a proper graphic card driver for your laptop, otherwise you can not fix it !
