Windows 7 Ultimate SP1 64-Bit

It sounds as though the monitor itself may be the problem.

Do you have access to another computer that you can connect the monitor to?

Have you checked that the video lead doesn't have any bent pins and is securely connected?

If the monitor proves to be alright then you need to consider whether it's the motherboard at fault as you say you've tried another graphics card.

You could check your memory sticks are seated firmly and that there's no dust laying in the case.

This once happened to me when I switched CPU's over on my motherboard.
All I did was switch them back and it worked like a charm.
