Interestingly enough, with my setup, I *too* am having the same issue.
But, for me, IDGAF b/c 59 works just fine on my monitors.
My problem is even worse, when i use the win7 "screen resolution" in the right click desktop menu, i CANNOT change the refresh to anything other than 30hz! If i do, it just changes back or doesn't change at all, no matter if i change even the resolution. Installing the Nvidia driver from the update helped, and using DXdiag my display IS at 60hz now.. yet only using 1280x720 because the monitor cannot use 30hz in this mode using NVcp. When in 1920x1080, it automatically reverts to 30hz..
I'm using a 7500LE (OEM) with a 1080p HDTV. Not sure where i would get the actual edid timings from..
Same 59Hz problem here. Dell 24" LCD and PALiT GeForce 9600 GT.

Free and safe and indispensable for working out these issues with DVI/HDMI. Save the report and post it please. If everyone else did the same we could find the root cause here.
Same problem here, using a Nvidia 8800gt, driver version 181.22 WHQL and monitor Samsung Syncmaster 225bw.

i also have the problem with the disappearing taskbar icons, when i change the frequenzy to 60hz and press ok, the icons reappear, but the resolution stays at 59
also no override with ntune possible
I'm thinking it's a display issue in the Control Panel. In a game my framerate (with vsync on) is 60.0 ... should be OK.
My Viewsonic VX2240W is being forced to 59hz too. I have Geforce 7600GS AGP and 179.23 drivers supplied by Windows Update. It's advertised frequency is 60hz.
The option to use 60hz is there however it wont keep that setting.
When I boot into Vista I see that the 60hz option is the one selected. Same card, driver 178.24. Must be an nVidia issue.
