I dont want to sound like a moron that just sits and waits for someone to get an proper answer, i´ve killed my ass searching for fixes and solutions to this, squizing google to every forum, but i havent come up with something that really fixes this issue. Maybe this only happens with one kind of LCD´s, (god bless CRTs) wich by the way, mine is an HP W20.
The only thing that remains is crossing finguers and hope that this problem is fixed on final W7 build.

Is there any chance you could sell that monitor and get a different one? I don't know if that would solve it, but if you don't care about it that much, you should try that.
That would not solve the issue at all. I dont believe its a hardware related issue but either OS or driver issue since I have this problem as well and have different monitors and graphics card.
Well, it was just an idea.
I think that 59hz is all your computer is capable of.
I thought I read somewhere that its actually displaying at 59.94 and something is rounding it down to 59 instead of 60. Cant remember where I saw it though :/
I can't figure out why it won't go to 60Hz for him...
