    I would just ignore what W7 monitor settings tells - my Ati CCC says monitor is @60Hz and the monitor itself reports VR @60Hz (OSD)

    When 7 tells me it is 60Hz (when I force it at 60Hz with PowerStrip) the v-sync box is available in Pro Evolution Soccer 2010. When 7 reports the refresh rate as 59Hz, the v-sync box is disabled in Pro Evolution Soccer 2010 and I get screen tearing in game.

    yes, I do not dispute that there are valid problems due to this W7 mistake - I hope for a fix from MS without HDMI cable

    Well, time for an update, and it's an interesting one... I actually contacted Microsoft customer support (via chat) regarding this issue. Interestingly I was the one who pointed out to the agent the Microsoft KB which "addresses" this issue, at which point his tune changed from one of support to that of "so what's the problem?" - though that said, he was professional. So, basically we tried everything and at the end - well, let me paste his feedback to me which he sent me by email after we stopped the chat:

    It was my pleasure to work with you on your Windows service request 112079xxxx. Unfortunately, we were unable to resolve your issue. However, I hope that you were happy with the service provided to you.

    Action: You upgraded to Windows 7.
    Result: You were unable to change the refresh rate of your monitor.
    Cause: The default refresh rate for certain monitors are fixed at a certain frequency.
    Resolution: The refresh rate in Windows 7 is determined by the OS and it by default selects the setting that it considers appropriate for a particular monitor.

    So there you have it - at this point Microsoft is calling this a "feature" though how exactly is tearing and out of sync settings translates to a beneficial feature sort of escapes me. I get the issue - but it's BS that microsoft would piss on me and tell me it's raining... in other words, for them to tell me that due to this new feature, my Samsung T240 is causing tearing. If you have the time, try to go through the customer support so that they can understand that more people are having this issue than they would like to perhaps admit. Sorry for the long post!

    Of course there's a fix. And it's very real. Unfortunately I cannot spoon feed it to each comer as it involves research, development and testing for each and every display. First, dig around in the linux xfree86 forums for a modeline that works for your monitor that has a refresh rate greater than 60. I've seen quite a few 62 and 70 modelines that work. Then translate that modeline into Pheonix EDID Designer and finally create an INF with moninfo. Properly executed and using proper cabling (no adapters, no breaking pins off), it works every time.

    Oh, and the VESA standard for 60Hz is 59.94 -- Google it. That's the root of the problem. In order to handle HD correctly and fix media center issues, 7 calculates refresh rates by the book. Since it's NOT 60 and only integers are supported, it really is 59.
    I have a core2duo running windows 7 ultimate. I have an ATI fireGL 3200 vid card on a new LG LF20 32 inch native 1080i LCD monitor. Tthe vid card is connected to the LG Monitor via the DVi port using a VGA cable to the PC. I have an adaptor to connect the Vid Card's DVi port to the VGA cable but the VGA vable is connected directly tot eh LG monitor.

    When i run it on win7 on 1920x1080 the display is crisp and gorgeous. The only problem is the desktop does not fit on the monitor ie The desktop is way bigger than what can be displayed and as a result i cannot view the right 1/3rd portion of the desktop, i cant see the clock and right gadget bar etc. If is switched to a lower resolution the desktop fits the screen but the text is bad and the picture is hazy. I've tried configuring the resolutions from 59 to 60hz and adjusting clear font to no avail. I even thought it was a cable problem. It was always a choice between a high resoluiton but incoomplete screen or a lower resolution, complete desktop but fuzy display.

    Then i tried Fedora 12 ( i was experimenting on it) . Without doing anything the screen and monitor ran native on 1920x1080 at 60hz. The display tab correctly identified the screen as a Goldstar Company LTD 32" monitor. The screen displayed was crisp, clear and better than any i've seen so far. Best of all the desktop fits in the screen to a T!

    So now its surely not a hardware or cable problem. It is a software problem. I just dont know if its a videocard software problem or a monitor software problem as Windows seven identifies my monitor as an LG TV ( in the adjust resolution page) and yet in the device manager page my monitor is identified only as a generic PNP monitor. IfEven if i force the monitor to be identified as a 1920x1080 flat panel the same problem occurs.

    I hope windows finds a solution or LG comes up with an inf file to see if this will sort things out

    you, ahem, him means 59HZ is a feature?

    sounds to me the idiot you talked to did not even understand the problem!

    Someone needs to show Microsoft this thread. This is a software problem... nothing has changed on my PC other than I upgraded from Vista to 7. Vista never had this problem but 7 has so it's a 7 problem!

    anyone contacting microsoft I would get straight to the point.

    The point been as a result of the new way refresh rate works in the OS that vsync is now broken in games, and this causes tearing.

    I did mention this to him - in fact, trust me, I made it as plain as possible so that it wouldn't be misunderstood. The agent did understand my problem and he basically said what he had to say (as per their knowledge database) - they aren't there to be creative, they are simply there to give us the generic and dry responses they are told to push on us. During the chat he said that Windows7 has updated many "features" including how it interprets info coming in from the monitor, and if it determines that the monitor can't run full 60Hz it goes down to 59Hz, which we all know is BS because if I use the 60.001 fix, it works well - so apparently my monitor isn't the issue. I asked him to escalate this issue so it can be reviewed by software engineers, and also I requested that the KB regarding this issue be re-written for accuracy. He stated that as per procedure he will push the issue up to his seniors. I would be happy if only microsoft would admit that there's an issue and that eventually they will fix it rather than trying to lie to me, a paying customer, that this is a feature...

    I recently switched from nvidia to ati and I no longer get the 59Hz issue. All my displays and game options default to 60Hz just like in vista. Pretty weird...
