Yeah I'm honestly running low on ideas, apparently the windows side video acceleration stuff isn't accessible with your graphics (or mine for that matter so don't feel bad I actually have a gaming card)
I'm going to step back for a few here and see if someone else can give you another suggestion. I'm about dried up. In my own personal experience the smooth scrolling setting in the browser has always fixed this specific problem. It seems what you are suffering from is something different though.
