Having trouble with ATI Radeon HD 2400

Don't judge me, my card is rather outdated but was affordable.
Anyways, I can't seem to get my PC to find it.
I can't get it to boot from it in BIOS either because I can't get BIOS to work either. If that makes no sense, please understand, i'm a noob.
I bought a cable so I could hook up the card to my monitor, and I did.
However, when I turn on the computer after the card is hooked up to the monitor, the computer's fan just blows and it won't turn on.
    Dxdiag information is attached.
Thanks in advance to anyone who can help

Hello rawringlemon and Welcome to Seven forums.
Shut down, take the 2400 out, attach the monitor to the onboard Intel graphics. See if you can get into BIOS now. Post back results. Sometimes we are a bit slow in responses, but will get back to you. :)

What I meant was that when I hook up my card to the monitor, the computer's fan just blows, and it doesn't turn on.
Currently my monitor is connected to the onboard intel graphics, which I how I am on my computer right now.
Also: Someone told me that if I hook up the card to my monitor, and if I have the type of BIOS that is listed in my dxdiag.txt file, then I won't need to do anything with the BIOS, and it will recognize it on it's own.
One other thing: I can't seem to find PCI-E Bus listed in Device Manager.
    Can someone help?

Why aren't you able to get into BIOS the first place?

That's strange. It's either you mash "DEL" when the computer boots or F8.. (I've owned a past history of Asus boards so it's DEL for me)
But here's the risky part, once you access BIOS, you'll need to disable onboard video and reboot into the 2400, this is where the risky part comes in- It's either you get video or you're stuck without it.

It could also mean you lack a sufficient power supply to power the card itself.. (finally took a hard long look at the monitor because I'm hungry)

First try this on the card, Windows 7 Compatibility: Software Programs & Hardware Devices: Find Updates, Drivers, & Downloads
Then follow this to add your system specs. System Info - See Your System Specs
Step five has links to show you how too add to your profile so they are readily available in each post. Click "My System Specs" in the lower left of my posts.

This came up: Windows 7 Compatibility for ATI Radeon HD 2600 XT PCI-E 512MB Graphics Card: ATI. Drivers, Updates, Downloads
    So, it should be compatible.
Also: I added in my System Specs that are necessary for this topic.
and I can get into BIOS when my monitor is hooked up to the onboard video card, but I was told that since I have the type of BIOS that I have, it will automatically detect the card, and I won't have to do anything.
But, when I hook the card up to my monitor, the monitor stays black, and the computer won't turn on, the computer and the video card's fans just blow.
Can anybody think of anything i'm doing wrong?

Since you can go to your BIOS check to see if there is a setting for graphics. May have options like onboard or PEG (PCIe Graphics). Your motherboard make and model may be helpful too.

Two things, is the monitor plugged in to power? One person had this problem and found he forgot to plug it in.

Download new drivers for your card: Latest AMD Catalyst Video Driver for Windows 7

Save to your desktop and use http://phyxion.net/item/driver-sweeper.html ti uninstall your PCIe CARD drivers. Install the proper driver.
I have no clue what your motherboard is, that is appropriate to this issue.
