horizontal lines scrolling down the screen when watching a video

You can peek in there and not change anything. Here's a couple of shots of mine. The first is the basic settings and the second is if you click the Advanced orb off the Basic screen. I don't have my TV connected at the moment so it only shows my LCD display. Also note that nothing is pre-filled. (At least for the display.)

I'm not a videophile so most of it makes no sense to me. I'd have to research what each setting means. I'm sure there must be some guys here that make a living at this stuff.

If anyone is still around or if the guy who was having this problem is still checking this thread (unlikely), or if anyone else has this problem with horizontal lines/tearing in VLC, simply uncheck the Accelerated Video Output (Overlay) option in VLC. You get there by opening VLC and going to Tools/Preferences/Video. Hope this helps; it helped me. I am also using Integrated HD 2000 Graphics.

I found a simple fix for this issue. The problem how Intel's internal graphics chip handles video overlay when outputting via HDMI to a TV. You have to change the order of default graphics devices to make the screen tearing go away.

1) Get to the Windows 8 Desktop
2) Right click and select Graphics Options

3) Get to the Clone Display options
Output To -> Clone Displays

4) Change the order the graphics are displayed to
Digital Television + Built In Display

Because Digital TV was the first option it will now properly give precedence to that display which ramps up performance and allows your HDTV to handle video and games without tearing.
