or which is the best video card my budget is $200

Since they are both overclocked 560Ti's with the same amount of memory, it probably doesn't make much difference at all.

Higher factory overclock on the MSI and likely a better cooler, - Computer Parts, PC Components, Laptop Computers, LED LCD TV, Digital Cameras and more!

Windows 7 Professional 64 bit

Given the choice I would opt for the Msi, the Twin frozr has a good reputation and keeps things nice and cool.
