The Geforce MX400 series was discontinued a long time ago, you won't even find any compatible WDDM driver for Windows 7 hence no Aero, no visual effects and no high resolutions, this card is 10 years old and all software updates were dropped.

    Get a new Graphics Card.

just trying to get the nice windows 7 effects
Not going to happen. It will work with Windows 7, but you will get zero of any of the effects as that card is just far too old and has absolutely none of the hardware requirements for Aero and such. You also will not find a windows 7 driver for it as there isn't one (and anyone that tells you otherwise is lying). The best your going to get for it is the last XP driver from back in 2006,

    ForceWare Windows XP/2000 32-bit

that will likely take running in compatibility mode,

    Compatibility Mode

to install. It will also likely take that XP driver for it to run at the resolution you are asking about, but you are asking a lot from that poor old thing.
