mmm would have been better if you posted in this section https://www.sevenforums.com/overclocking-case-mods/ Though its related to graphics cards then i think its ok.
but here's something talking about OC that i found on the forums. Showing what you could use and talks about it

    Graphics Card - Overclock

Though for overclocking for me i used CCC since it lets you test the clocks before setting them. As for safety the safest way you do it is going little by little and keep a look at your temperatures and do some stability testing. Most advice i can give, remember if something goes wrong don't blame me, not trying to discourage but just stating facts.

You could try the Autotune feature in the Catalyst control center.

A third party utility may give you a wider adjustment range. One is MSI's Afterburner:

MSI Afterburner 2.2.0 Beta 12 download from Guru3D.com

(It also works for non-MSI cards.) I think it's unlikely that you'd damage the card by raising the clocks, but if the 4550 allows upping the GPU core voltage through software, that's probably more dangerous.

You're not gonna get 6970 performance from a 4550, but you ought to be able to goose it up a little.
