I want to know if this is a problem with my video card or windows or both. If it is my vid card I can send this piece back to seller before warranty is up.

See, I did once try to OC my gpu, but I smartly just turned the settings back to default. Or at least I thought I did, anyway to check if your settings are default? As far as the temp I wouldn't know, but judging by the noise of the fan I'd say about 67 degrees Celsius.

When I overclocked, I didn't even save the settings when I was fiddling with them, if you know what I mean, so I didn't even give them a "test run" if you will I just decided not to OC. If there is a way to revert them back to their baseline I would like to know, thank you.

well default settings would depend on what you are using

Need to post us some specs of the card before we can fully come with a solution
im sure if you didnt save anything it would be ok on default clocks

how much ram are you using psu etc .... these things are critical for diagnosis

Pretty much give us a run down on what is in your system
