Windows 7: New Monitor reports "No Signal" with display driver enabled

I just spoke with my resident rig builder and here is what he said.

start from the beginning
1. use a straight DVI cable (no adapter)
2. let windows install whatever generic monitor driver it wants to-it doesn't matter as the ATI driver will take over when you follow step 3--the idea is to get the machine functional--then

3. uninstall the ATI display adapter driver (make sure you have it available to reinstall) then REINSTALL ATI driver-restart--all should be fine

Open regedit.
Find "amd" and delete all entries related to your graphic card driver in HKCU,HKLM and HKU.
Restart computer in safe mode and install the new driver you have downloaded from AMD.

Thanks for the response. With just a basic VGA driver enabled, I deleted all the ATI stuff using AMD's uninstall program, then I deleted all the AMD and ATI directories, then I ran ccleaner on the registry, then I went through the registry manually and deleted everything I found AMD, ATI, and ATI Technologies. However, there was a key in HKLM called DISPLAY that Windows would not let me delete, and which had a subkey with the brand name of my old monitor and a bunch of settings, so that may be the problem. At any rate, I still got "No Signal" after rebooting under the generic VGA driver, then reinstalling the AMD drivers and rebooting again.

I guess I give up. I'm going to have to just use the generic VGA driver to run at 1024x768 for the next week or two, while I buy a new hard drive and reinstall Windows from scratch, and then reinstall all my programs.

And from now on, whenever I take an image of by boot partition, I'll first change the resolution to 1024x768, or maybe even 800x600, so it will work with any monitor.
