if you have for example a triple sli gtx 670ti, and a pentium d 925(my cpu) it will not let the cards run at their full or anywhere near they pottencial

Basically what pedroc1999 said. Say I have a really fast video card like a gtx 560ti and try running it with a pentium 4. You will not get anything near the performance that video card should give you. Then if you were to upgrade to say a i5 2500k cpu, then you would be able to use all your cards power because it's not slowing down your video card. So basically if one of the components is slow, the other components will slow down because the slower part can not keep up with the faster part. That's what bottle necking is.

You want to have a sort of balance of hardware in your rig for the most part. No one part extremely better or faster than any other. Games require CPU and GPU power to run. If you have a high-end 6 or 8 core CPU, and an old/outdated, or underperforming graphics card, gameplay will suffer. The CPU, no matter how power it is, can't take over the duties assigned to the GPU. Works the same the other way around. A high-end graphics card can't take over the duties of a single core, low performance CPU.

Imagine a two lane highway, with bumper-to-bumper traffic in each lane. Now imagine those 2 lanes suddenly merge into 1 lane..........what happens to performance? It will be throttled significantly, or bottlenecked.

and i can assume my 3770k and gtx 660 won't be slowing each other, right?

No it won't slow down and will run optimally.
