Still the same case: Less than 50% GPU usage. Is this with the beta drivers? Also, can you tell me the resolution and your graphic settings for the game that you're playing?

I would also defrag your hard drive partition with your games on it as long as it's NOT on a Solid State Drive.

I have a 7950 also, but having no issues like that using Catalyst 13.4 at the moment, things aren't perfect, a lot of graphics not clearing on the windows desktop like typically small tops of windows, I grab a window and use it like an eraser and it wipes clean.

Yes, beta drivers, and 1920x1080. And for graphic setting, on Arma 3 it was on standard. no AA or Post Processing or stuff like that. Also defragmented the disk the games were on. Will try it tomorow(or later today) its 1:30AM haha

You can also try maxing out the graphics settings and see if the GPU load goes up with the 13.4 Catalyst drivers.

I missed the part about you overclocked it, the first time reading through, what all was done?

Use another game to test. Arma 3 is not optimized.

And what was Overclocked, CPU or GPU?

If GPU, go back to the defaults and test.

The CPU was overclocked. I will max out ARMA 3 and get another log file. And I will go back down to the 13.4 stable drivers.
Also, I thought it would be worth noting that I got this message when I booted my PC this morning:

The resolution was also 800x600, but everything was fixed when I restarted(the box behind it was a 'you need to restart to make changes' box)

New log file. 13.4 drivers, ARMA 3 maxed out.

Maxing out did increase your GPU load. On one scene, I even saw 94% usage, but on average it's around 60-70%. I agree with smarteyeball. It looks like the Arma 3 isn't optimized. A fully optimized game will always consume 99% GPU load provided that you're having GPU bottleneck.
