MSI GTX 760 Nvidia Driver [First Start Up]Browser Lag, Video Lag

When i first start up my computer it boots up fine but when i play games or browse through firefox it lags and stutters alot. I get high fps in games but still lags. After i restart my computer it works perfectly fine 100% flawless.

I just got an SSD a few weeks ago and upgraded windows 7 to windows 8.1. I still had my Nvidia files in my C drive [HDD] and i uninstalled it. I re installed it onto my SSD and yet it doesn't fix the problem at first start up. Possibly the windows 7 and windows 8 nvidia drivers are connected?

I also uninstalled it 100% through deleting all Nvidia folders i saw in programs data and also in registry settings.

All applications work perfectly fine except firefox browser and high fps game stuttering, teleporting, and lag.

What could possibly be the problem

    Here are my computer specs

    Using Nvidia Driver: 347.09

EDIT: Rolled Back Back Several Times

Installed older drivers and shut down computer.
Turned it on and it was still same result.
On older drivers i restarted computer and it works fine 100% no lag.
[ Same thing does with the latest drivers ]

    What the hell ?
