Resolution and refresh rate keeps resetting

Hey
I'm having an issue with GTA V,during the loading screens it switches to windowed 800x600, refresh rate to auto, this happens every time i start the game and each time i change it to 2560x1440 (using DSR),my screen is 1080p 60hz,this wasn't an issue until today, before that it happens every while once.
What i've done so far is delete all the game's settings, checked the monitor's settings,Nvidia's.

1440p with these settings 1 2 3 4 Fps max:66 min:35(35 is when you're standing in the middle of grass, setting the grass quality to normal will get you a min:42) avg:45-55,,VRAM usage 3.4GB max,no stutters.

Missing 60Hz refresh rate when using 1920x1080 screen resolution
Hey! My computer changed the screen resolution by itself for some reason, this is the second time that it does that. I managed to fix it the first time by changing monitor settings/drivers (followed this tutorial: https://www.sevenforums.com/graphic-cards/160904-generic-non-pnp-monitor-fix.html)...

Can't increase resolution/refresh rate
My monitor is 16:9,the GPU control panel showing my monitor capable to go up to 1920x1080 75Hz,however i cannot go beyond 1600x900 60Hz,also i can 1600x900 75Hz,but everything becomes blurry. Why i can't go beyond 1600x900? Why 75Hz is blurry while 60Hz looks fine?
