Nvidia driver refresh rate 59hz?.

Hi on my Asus Strix 970 GTX I have been having problems with dimming and shimmering both on win 7 64bit home and windows 8.1 pro 64 bit. I have tested several drivers from NVidia and still same problem. yesterday I decided to see what my refresh rate was in NVidia control panel and it was set to 59hz. I changed it to 60hz as my TV is 60hz and pressed apply. Went into game any game and played for abit then the dimming and shimmering started. I quite and looked at the refresh rate and again turned to 59hz. I restarted my PC and went and looked in the control panel when rebooted and it said 60hz. Played a game and same thing started. Went back to control panel and it changed the refresh rate back to 59hz. I have tried Inspector to keep it at 60hz but no change and even gpu tweak but still the same. Any other people having same problem?.

What is refresh rate?
Hi there, I noticed that there was an option to create a new custom resolution on which had 60 Refresh rate , and i could make it higher. What is it? and also, what is Allocation size? When i format , the default is 4096. Thanks, Alex.
