D-Sub port sometimes tend to hold maximum resolution of 1366x768, in my case it's when I plug it my PC to my LG TV using that port.

I have the same issue with Optiplex 790. It's not a hardware issue in my case because when i try to install windows 8 it goes to the right resolution. Has noone figured this out yet?
