What kind of tearing is my GPU displaying?

I play all my games and i get this motion blur tearing were it shows the previous frame slightly.
I tried updating drivers and set my monitor to 144hz (VG248QE). I also tried contacting nvidia and trying different settings. Basically i am trying to figure out if the problem is my monitor or GPU. I only have one card.

Here is my setup :http://pcpartpicker.com/p/df7dK8 (updated)

    Quick Show : gtx 970 G1 / i-7 4790k / 16gb ram

What kind of lag/tearing is it and is my monitor or Gpu?

-Thank you for any help, its much appreciated.

It's most likely not the monitor, but it's almost impossible to be sure or to tell you what kind of tearing it is without a screen shot.

    Hi,
Looks memory related whether that is gpu mem or ram :?

Just a note just one of those gpu's minimal psu is 500w

The cpu cooler does seem like the weakest link on the build to me 30.us cooler to cool a 4Ghz+ cpu :/
    That cpu needs liquid cooling

    Gpu?/ram?

The GPU is the GIGABYTE G1 Gaming GeForce GTX 970....link :GIGABYTE G1 Gaming GeForce GTX 970 DirectX 12 GV-N970G1 GAMING-4GD (rev. 1.0/1.1) 4GB 256-Bit GDDR5 PCI Express 3.0 SLI Support ATX Video Card - Newegg.com

    My RAM is the G.Skill Ripjaws X Series 8GB (4 x 4GB) DDR3-1600 Memory

Can RAM cause tearing and I only have one GPU. I updated the list, sorry about that.

I need to know whats the main cause so I can return the defective item.

Also I will look into the CPU cooling

Post a manufacturer link to your card and your monitor.

Ok, I see the card link above, but it`s always better to post a Gigabyte link :)

    Monitor please.

If you could return anything, I`d get rid of that that Asrock board.

I think the card is fine and the cpu is a monster, I have one.

Did you install the latest drivers from nvidia ? 361.43 ? Optimize the game ?

Whats wrong with the MOBO is it bottlenecking?

    I have the VG248QE monitor (144hz) :https://www.asus.com/us/Monitors/VG248QE/

Here is the link of the tearing/stutter :https://www.youtube.com/watch?v=oWBV-5eSxtU

Yes i installed the latest drivers.

Is it tearing or micro stutter because I am not sure?

-thank you for continuing in assisting me

I just don`t think it`s any good, after all it says it cost $99, is that correct ?

Your monitor looks fine, your card looks fine, and it`s definitely not the cpu.

Why do you keep shaking the game around ? Just post a video of the game playing.

One other thing, is the resolution set to 1920 x 1080 at 144 Hz ? (Important)

Have you run any Unigine benchmarks ?

Run Heaven, Run Valley. On the Extreme preset, save the results, it will show you the path where they are saved, post the pics of the results. (in C, your user folder)

    https://unigine.com/en/products/benchmarks/valley

    https://unigine.com/en/products/benchmarks/heaven

Do not run them on any setting but Extreme and in a full 1920 x 1080 window.

A result will look like this, on this run I used the Extreme HD preset.

Ok you ran a custom preset, I asked you to run it on Extreme, please try again, we have to keep the results consistent.

What view are you talking about, Heaven ? Just run the benchmark please. Do not change anything while it`s benchmarking.
