Why would his PSU have anything to do with it, he said the problem happens after he installs new video drivers.
His system could run with a 400 watt PSU, he`s not running anything intensive at all.
Amko, what happens if you just run windows update ?
Remove any drivers you have, and just run windows update, report back what happens.
You said you`ve had this problem for a few months, that is far too long to deal with that nonsense.
If what I suggest does not work, then get yourself an nVidia graphics card, it doesn`t have to be anything expensive, a 950, a 960 or 970 etc.
End this nonsense

I try fresh win with only updates and as soon he instal driver for apu same situation...i woulndt goin with this if i have money...

I would also contact AMD and describe exactly what`s happening.
