Does anybody know the best gpu for a 80 plus 350 watt psu?
I know the 750ti is a good choice, but I've also seen a new gtx 950, or are there better for my psu?

It definitely is. If you could get a GTX 950, go for it! (considering your PSU has 6-pin PCI-E power connector.
Although the GTX 750/750Ti and GTX 950 really doesn't require a 6-pin, some of these do (especially those kind that are factory OCed).
Newegg has a picture of which cards needs one or doesn't need one.
