No Display After Installing MSI Radeon R7 240

I have tried to install a new video card to upgrade from the on board graphics chip which is an ATI Radeon HD 4200. I disabled the onboard in device manager, installed the new card, a new MSI Radeon R7 240 into the PCI express slot, switched the cable from the onboard to the new card. Turned the computer on and no display. To make sure I hadn't received a bad card I removed it and installed a new Sapphire HD 7750. No display with that card either. The PC is an HP p6710f, Athlon II x4 640, 12 gigs of DDR 3, motherboard is a Foxconn 2AB1. I've installed video cards in PCs before without a problem. Does anyone have any answers?

Have you uninstalled the driver of the HD 4200 before you do the hardware part?

Linux (Mint is primary) / XP, Win7 Home / Win7 Pro, Ultimate / Win8.1 / Win10 archived VM

First try using the VGA port, not the DVI-D port.

If it fires up, go to the BIOS and select the IGP Configuration. Change the Primary Video Controller to match your type (ie, not the onboard controller).

If you can't get into the BIOS, return to your original setup, change the BIOS per above, SAVE then power down. Insert video card and go from there. You may need to initially change video ports.
