Does Intel G31 process more fast in windows xp than windows 7?

I want to play lol but my fps is very low in windows 7. Concretely it is alway lowering than 45 fps and drop down <20 fps when i'm in combat.
I know that intel g31 have higher memory graphics in windows xp, 384mb. While in windows 7 it is 256mb.
But i wonder that could it will faster, higer fps and smoother?
    Hope for ur answers.

There is no way to make that onboard GMA 3100 any faster, it was a terrible IGP when it was launched ten years ago due to missing Shader Model 3.0 support at the hardware level. Those IGPs don't have any dedicated graphics memory, the BIOS on those board allocate a fixed portion of the main RAM to the IGP (usually 128-256MB) but if this is exhausted the OS will gradually allocate more memory to compensate (aka shared memory on Windows Vista and newer).

But TBH it doesn't matter how much shared memory it is allocated because it's an obsolete GPU by today's low end standards. Even if it theoretically had >512MB or 1GB of dedicated video memory available, performance would still be bad in modern games. Just buy yourself a cheap PCIe GPU like the GT1030 or the 750Ti and you should be fine. Upgrading the CPU to a Core2 Quad might also help.

The GeForce FX 5500 is even faster than that but both wouldn't run League of Legends well. Upgrade to a Core 2 Quad or a flagship Core 2 Duo (e8400 is more available), get 4GB ram and get a used GT 240.
