Wrong video pixel ratio when playing movies Intel3000 / latitude e5520

I have an E5520 dell latitude that I just switched over to (from an old dv6804 HP unit that had nvidia) and when I play movies in normal window or full screen using vlc, or anything really. The aspect ratio is always showing the video stretched so everything looks more narrow than it should. I have tried to find a way to fix this problem and nothing has worked so far. Can someone please help me? It's driving me insane.

I'm using the most up to date drivers from the dell website for the Intel HD 3000 GPU, Windows 7 SP1.

I can force a pixel ratio difference in kodi to normalize it somewhat (using 1.10 as the setting it looks normal enough for me) but this does not fix netflix, vlc, or any other problem.

I got spoiled to using the HP DV unit as it's running windows XP with the one feature that's kept me using it for so long, the Mirrored Video Full Screen option that was taken out of the Vista drivers.

Including a screen shot of a video playing from vlc in full screen mode. The faces are skewed a little narrow as you can see.
