    As previously posted, it's just not worth spending a lot of money on that Rig. You could get a noticeable improvement in performance by upgrading from the dual core CPU to a Quad core but that would require a New PSU given the GPU you purchased.     As I posted earlier a Radeon 5450 or GT 210 would have been a better choice. Upgrade the RAM to 4GB. Install a 64 bit OS, and save the money to buy something with more up to date specs.

    Hi,
    I'd just increase the memory and see for yourself what the 1030 does with the dual core
    Just don't overclock the 1030

    I used a 300w recommended gpu on a dual core processor with 4 gb's of ram for a while and that system only had a 225w psu in it
    Later I upped the memory to 8 gb's still no issues although I later went for more :)

    Honestly, I wouldn't spend a GT 1030 with that system given the bottleneck the processor will give. You can save up for a used Core i3 and then you can pair a HD 7850.

    Looks like it's a good choice. The motherboard of your optiplex can support 8GB too so have at least 8GB (two 4G sticks, identical if possible).
