Graphics Card fan is not working!

My Brother has purchased 5 Saphire RX 480 8GB graphics cards specifically for mining purpose. They have two fans placed on them. Now one of the card's fan is not working properly. When we turn on system lights on all fans glow but one graphics card have problem. Its fan sometime run then stop and often they do not run at all.
That one graphics cards also heated up more fast then the others.

What should i do we are not hardware expert and computer technician are very expensive.

I don't think you'll find anyone here who can help you with this. However, since you are going to be making some money with the "mining", you could use some of that money to pay a local computer hardware expert to help you.

Like you said in this post (Bit coin Mining Sites uses PC secretly for Mining Hence Cause CPU temp), you'll probably overheat your computer from doing this. Using eight graphics cards in the same computer will probably totally fry your computer.

In addition to your graphics cards running extremely hot, your CPU is going to operate at 100% all the time, generating extremely high temperatures.

You will need a super cooling system to keep from frying your computer. If you don't seriously upgrade your cooling system, your computer is not going to survive this. I suggest you do research into cooling systems which can handle extremely high temperatures in a computer.

so what do you say whether air cooling system is best or liquid cooling system.

A liquid cooling system would be much more effective than simply blowing air into the computer. A liquid cooling system actively removes the heat from the computer, whereas a fan is much more passive in heat removal. Therefore, the liquid cooling system will remove heat a lot more effectively than a fan.

Liquid cooling has the added advantage of not blowing dust into the computer; that will help a lot over time to keep the computer from overheating -- the liquid cooled computer will stay cool, while the fan cooled computer will get hotter and hotter over time because of the increasing amount of dust in the computer.

If a fan in 1 of 5 graphics cards is not working it seems highly likely that the card has a problem. It should be returned to the seller for repair or exchange. If this was a recent purchase this should be covered by warranty.

You will likely need better case cooling. Under normal conditions the standard case cooling would be adequate but with 5 graphics cards the situation is not normal. The graphics card fans will remove heat from the card but it still needs to be removed from the computer. These fans cannot do their job efficiently with a high case temperature. I can't help you with this.

Warranty period is gone, so i cannot return it to the seller.

Sorry, I'm not familiar with the various cooling systems.
