GPU fan question

I'm hearing a slightly different noise in my computer and while very low in audible strength, I can hear it. It sounds like it may be the front case fans, but I'm not sure. I also thought it might be my CPU fan, but it's still spinning although that doesn't rule out a possible eminent fan failure. I also thought it might be my PSU. So I ran a program to look at some voltage specs and all seem good. Then in this program I notched my GPU fan was at 0%. So I also ran GPUz as a second opinion and it too reports that the fan speed is at 0%. So my question is whether a GPU fan rotates only when it gets hot or not? I don't ever recall that being the case with previous GPUs I've owned. The GPU in question is a GTX 1050TI.

Okay, doing some research I found that the GPU has to reach 60c for the fan to turn on.

You can easily test this is the case by running a graphics benchmark program to stress the graphics card, and then monitor temp and fan speeds with Open Hardware Monitor, or use GPU-Z which you have already got.
