Dell XPS 8700 Win7 Pro I7 16gb Ram (jerkywhen scrolling page and mor)?

Purchase this new a few weeks ago. Ever since new when Im in my email or just browing and go to scroll, it seems to be jerky and then opening up all of a sudden. If I have a page like this open and want to put my mouse on the side bar to drag it down, I can do that and the a second later the page will move???

Also when typing, I type it will take a second to see when I just did??

I have tried to resize the vido that did not help.

At a loss, the PC has 16gb of ram should that be possibly upgraded to 32gb?
