Dell XPS 8700 Win7 Pro I7 16gb Ram (jerkywhen scrolling page and mor)?

Purchase this new a few weeks ago. Ever since new when Im in my email or just browing and go to scroll, it seems to be jerky and then opening up all of a sudden. If I have a page like this open and want to put my mouse on the side bar to drag it down, I can do that and the a second later the page will move???

Also when typing, I type it will take a second to see when I just did??

I have tried to resize the vido that did not help.

At a loss, the PC has 16gb of ram should that be possibly upgraded to 32gb?
Graphics card
NVIDIA GeForce GTX 745

Running Malwarebytes and Zone alarm.

All updates current as well as ran Dell's diagonistic and all showed ok?

Just ran a complete Dell diagnostics and everything passed with the exception of the card readers being that I had no card in them.

I really don't know what the correct term is but it seems that when you scroll its jerky or laggy. When I type it take a sec for the text to appear??

Have tried different video resoultions w/o any luck.

This pc came with 16gb or ram, I would think that would be enough? It can take uo to 32gb ..

Could my Zone Alarm have anything to do w hhis?

Im using Google Chrome, would Mozilla / Firefox halp with the chrome?

Also went into Chrome settings and turned off Chrome, hardware acceleration and it seemed to help then got Firefox and still using chrome as browser. Now it seems like its back to normal?

Could it be that this is a I7 processor and 16gb of ram that the accelerator was just moving everything to fast causing the jerkiness ?
